 <title>September Board of Trustees Meeting</title>

<description><![CDATA[The Board of Trustees for Seward County Community College/Area Technical School met Tuesday, September 2, to review programs and approve changes for the 2008-09 school year.  Prior to the regular business meeting the Trustees viewed several campus improvements including new seating and carpet in the Showcase Theater, carpet in the conference rooms, and the automatic doors installed in the activities center.<br />
Leo Riley, who was appointed to the board in 1996 and elected to his first term in 1997, resigned Tuesday night effective immediately, after serving 12 years as a Trustee of the college. The board regretfully accepted his resignation and noted the accomplishments of the college during Riley’s service as a Trustee.   <br />
“We’ve appreciated the time and extra time you’ve given to us and the community,” said Jo Ann Sharp, board chair. <br />
At the regular Trustee meeting in October, the board will publish the vacancy and will finalize the process for filling the remainder of the term which concludes in June 2009.  <br />
The board approved program reviews for both the Respiratory Therapy and the Adult Basic Education programs.<br />
Last year the Respiratory Therapy program added an interactive video component to the curriculum in cooperation with Garden City and Dodge City community colleges. This component reduces travel and living expenses for many students. However, by adding the distance education alternative and increasing enrollment, additional classrooms, laboratories and clinical sites have been identified as future needs of the program. <br />
Other strengths of the program include state-of-the-art equipment, a job placement rate of 95 percent, high employer satisfaction, and a wide range of clinical facilities available to students.<br />
The Colvin Adult Learning Center is known throughout the community and southwest Kansas for its instruction in English as Second Language and preparation for the Kansas State High School Diploma and U.S. citizenship.<br />
The center holds classes on the SCCC/ATS campus and at some of the USD 480 facilities. The center also has outreach programs in Hugoton and Ulysses.   Challenges include lack of space, dependence on federal and state funding and the inability to attract qualified staff.<br />
One goal of the Colvin Center is to increase the number of participants from 517 in 2007 to 700 in 2012. A second goal is to transition a minimum of 10 percent of all participants into post-secondary education and training.<br />
Tracking students once they leave the center can be more challenging, said Susan Lukwago, ABE director. For example, the Colvin Center has records on how many students have taken the citizenship classes to prepare them to take the nationwide test. However, it is hard to track how many of the students actually obtain their citizenship because the testing is no longer available in Liberal.   The College continues to seek congressional support to establish a testing center in Liberal in order to enhance the opportunity for residents to obtain citizenship.<br />
The board approved establishing an outreach site for the Kansas Small Business Development Center with an office located at the technical school facility. SCCC/ATS will provide a match for the operation of the office. The college also will provide office space, administrative support, telephone service, postage and computer support. In addition, the city of Liberal has indicated support as a participating partner in the center, which could include financial assistance in 2009. Dr. Duane Dunn, SCCC president, will meet with both the city and the county in the future asking for their support.<br />
Tommy Williams, dean of administrative services, gave the board an overview of the bank accounts that have been transferred from USD 480 to the college. One final checking account will be transferred once all checks have cleared.<br />
Williams also said the college has received $256.62 in oil and gas royalties from the land on the technical school site.  The funds, which had previously been part of the USD480 financial reports, have been transferred to SCCC/ATS as part of the consolidation process.<br />
In other action, the board<br />
1.	Approved changes to Board Policy 202 regarding Legal Basis and Powers of the Board;<br />
2.	Approved changes to Board Policy 619 regarding fringe benefits;<br />
3.	Hired Rhonda Kinser as the new director of the Student Support Services grant; and<br />
4.	Designated Trustee Sharon Hobble as the voting delegate for the SCCC/ATS at the upcoming Association of Community College Trustees Community College Leadership Congress.<br />
The Measurement and Pipeline Institute that is co-sponsored by the Petroleum Institute Education Committee and SCCC/ATS is scheduled for Sept. 9-10 at the Seward County Event Center.<br />
The SCCC Development Foundation Auction is scheduled for 6 p.m., Saturday, Sept. 20 at the Seward County Event Center. Tickets are $20 and must be purchased in advance. Money raised from the auction is used for scholarships.<br />
The October board meeting will be at 7:30 p.m., Monday, October 6 in the board room.<br />

 <title>Students complete Truck Driving Course</title>

<description><![CDATA[Seven students successfully completed the seven-week Truck Driving Course at Seward County Community College/Area Technical School recently.<br />
Students included Jessica Padley, Johnson; Sim Khamphouvong, Liberal, Sotero Salazar, Dodge City; Sandra Kessler, Holcomb; Angela Hatfield, Atwood; Jaco Hugo, Garden City; and Blain Derek, Texhoma, Okla.<br />
The next Truck Driving Course will run Aug. 25-Oct. 10. This seven-week course will meet from 8 a.m.-5 p.m., Monday through Friday. In addition, students will complete one Saturday for a CDL Seminar, one Saturday for a DDC Seminar and one Saturday for a CPR/First Aid.<br />
The cost is $480 tuition, $859 applied course fee, $100 fuel charge, plus books and incidentals.<br />

 <title>Board Meeting August 2008</title>

<description><![CDATA[The Board of Trustees for Seward County Community College/Area Technical School met Tuesday to approve the 2008-09 budget, following the official budget hearing.<br />
The 2008-09 is $24,405,592 of budgeted expenses and transfers. The budget has an estimated Seward County mill levy equivalent to the mill levy in 1996.<br />
The 2008 fall semester kicks off Monday, Aug. 18 with Welcome Day for new students and the first session of evening classes. Day classes will begin Tuesday, Aug. 19.<br />
Dr. Duane Dunn, SCCC president, reported that the college is now able to benefit from a tax credit program offered through the Kansas Department of Revenue and monitored by the Kansas Board of Regents. Individuals can donate to the college and assist with identified deferred maintenance projects. The donors of these funds may then be awarded a tax credit equal to 60 percent of their donation with approval by the KDR. The board approved a recommendation to accept contributions at a minimum amount of $500. Funds must be used for campus deferred maintenance items and cannot be used for the purchase of property, for student dormitories or for athletic facilities. This year’s projects include the air handling system, the fire alarm system, boiler/chiller replacement, electrical system upgrades, concrete/sidewalk repairs and expansion of the agricultural building for wash rack renovation.<br />
If a donor is interested in contributing toward a specific project, which is not on the deferred maintenance list, that project can be brought to the trustees for review and approval as long as it meets KDR guidelines.<br />
The board directed the administration to pursue an agreement with the Kansas Small Business Development Center to establish a regional outreach center on the SCCC/ATS campus. The center would provide counseling services for any individual who is interested in starting a private business venture. KSBDC will provide the office equipment and furniture. The college will provide office space on the technical school campus and a match for the salary and benefits. <br />
Dale Reed, associate dean of educational services, informed the board about the possibility of offering the Certified Nurses Aide and Certified Medication Aide programs to high school students.  These courses would be offered to students in area high schools through the interactive television format.  The courses were offered last year to a pilot group of students through the technical school with the potential to expand the program to more schools this year.  The courses will be offered as a component of the technical school medical assistant curriculum and provided through the continuing education offices. <br />
Cynthia Rapp, Dean of Instruction, provided information regarding the upcoming professional development activities which will include all faculty and staff.  Those activities will conclude with a presentation and workshop by Dr. Mark Taylor. He will provide information on “Generation neXt” and the expectations and interactions which result in effective instruction and student services for young adult students.<br />
Dean of Students, Celeste Donovan, reported on the schedule of enrollment clinics for students pursuing technical programs as well as those who are pursuing transfer degrees.  She emphasized that enrollment is open and that the admissions office is available to provide information for any individual interested in attending classes this fall.<br />
Following a Kansas Jayhawk Community College Conference meeting, Dunn reported that all basketball games during the 2008-09 school year will be played at 6 and 8 p.m. this year. In addition, the college will consider developing a policy on lightening which has become a growing concern among community colleges in the conference, and to participate in a conference study for student athletic insurance.<br />
In other action, the board		<br />
1.	Accepted the resignation of Velma Martinez, Adult Basic Education assistant Director, and Greg Scruggs, assistant tennis coach/Physical Education instructor; and<br />
2.	Approved the capital equipment list as presented by the administration with $18,000 from the KBOR Technology Grant, $150,000 from the technology fee fund and $150,000 from the general fund.<br />
The September board meeting will be at 7:30 p.m., Tuesday, Sept. 2 due to the Labor Day holiday.<br />

<description><![CDATA[Seward County Community College/Area Technical School is offering two new courses for the fall 2008 semester: Introduction to Broadcasting and Zumba.<br />
Introduction to Broadcasting will be offered from 9:30-10:50 a.m., Tuesdays and Thursdays at the KSCB Studios, 1410 N. Western, Liberal.<br />
Zumba® Fitness will be offered from 11-11:50 a.m., Mondays and Wednesdays and 7-7:50 p.m., Mondays and Wednesdays in the basement of the Student Activities Center. Individuals can dance their way to fitness with Latin moves and rhythms. Other ways to keep fit and stay healthy include Personal Wellness, Active Living Everyday, Healthy Eating, Outdoor Challenge Course Rock Climbing, Yoga, Weight Training, Tai Chi, Aquarobics and Yogalates.<br />
